Steve: Check rule 9.B.1 which states “1. The attack (combat) strengths of all the forces attacking are modified for terrain, supply, national contingent (see 9.C.5 below), special unit types (see 9.L on page19), and CEV (including BAI), then totalled.”

You use each national contingent modifier for the forces Germany and Italy contribute, along with other needed modifiers and then total their two forces.
